Memo to: Department Adjutants and Department Baseball Chairmen From: Larry Price, Chairman, Baseball & Recreation Subcommittee Date: May 8, 2009 Subject: American Legion Baseball At the 2008 October meetings the National Commander tasked the National Americanism Commission with conducting a thorough examination of The American Legion Baseball program to recommend enhancements at the regional and national tournament levels. While the program is sound at its core, the Commander wanted to ensure continued growth, accessibility and affordability of American Legion Baseball to participants and spectators alike. An Ad Hoc Committee was appointed, chaired by the chairman of the National Americanism Commission, Joseph Caouette, and included the members of the Baseball and Recreation Subcommittee, as well as representation from the NEC Liaison Committee, Finance Commission, and Public Relations Commission. One recommendation made by the Ad Hoc Committee, and subsequently adopted by resolution at the 2009 Spring meetings, is assessment of an annual national registration fee of $50 per Junior and $50 per Senior American Legion Baseball team effective January 1, 2010. Although the fee is not exorbitant, much consideration and discussion was given to its necessity. As many of you know, the funding of The American Legion baseball program, and other youth programs, is largely dependent upon the interest earned from the Life Insurance Trust fund. Needless to say, in these tough economic times interest rates have steadily declined. Last year the Life Insurance Committee approved nearly $600,000 for the baseball program, however, costs for transportation, meals, hotels, baseballs, umpire and other program expenses topped $800,000. Huge spikes in fuel costs, increased airfares and newly imposed airline baggage fees contributed to much of the inflated costs. While we have seen fuel costs decline since peaking last summer, the cost of bus charter is currently between $3.75 - $4.00 per mile, and airline baggage fees remain. Last year the baseball program incurred over $9,000 in airline baggage fees. Airfares have continued to steadily rise in recent years as well. Airlines such as Delta and Frontier Airline no longer have group desk, now making it impossible to negotiate group airfares for a team, as was done in the past. Other national youth baseball programs have had a longstanding practice of charging team registration fees, with some being as high as $150 per team. Besides a team registration fee, many of the other national youth baseball programs also impose additional costs. PONY baseball, for example, collects $100 from each team that participates in a district tournament. "Consulting fees" have been found hidden within team insurance fees of other national youth baseball programs. Little League pays only $1 per mile for team transportation and the team must pay the remaining balance out-of-pocket. The new fee of $50 per team equates to approximately $2.75 per player. Or think of it as about equal to what a team pays for a dozen baseballs. The Ad Hoc Committee and National Americanism Commission deemed the national registration fee necessary for continued enhancement of The American Legion baseball program, but also gave very careful consideration to ensuring it is not an unreasonable fee. The following recommendations were also approved by your National Americanism Commission:
Beginning in 2010 a new national online registration program will be available to American Legion Baseball. Online registration is not a new concept in youth baseball; many youth programs such as Little League, Pony, and Babe Ruth all currently operate an online registration program. This concept will allow teams to register via the internet, pay national and department fees, and insurance costs. Once a team manager completes the online registration and it is approved by their department, the team will then have access to national baseball forms. Since this is a very detailed issue, I have asked staff to send out a future memo providing more details.
Effective August 2010 the national American Legion baseball website will receive a new "make over". Secured forms will still be available. The new website will include added features, such as such video capabilities. The National Magazine Commission has supervisory responsibility for the web, and has a contract with a local Indianapolis company to video-cast all 15 games of the World Series in Fargo, North Dakota. Fans, parents, and the entire Legion family will be able to watch all the game via the world wide web.
Commencing in 2011 the alphabetical regional rotation system will be eliminated. The American Legion Baseball program will be sited in one location for two consecutive years, based on accessibility and central location as determined by open bids using objective, weighted evaluation criteria. Minimum bid will remain at $15,000.
Beginning in 2011 one permanent tournament site will be designated to host The American Legion World Series as determined by open bids using objective weighted evaluation criteria. An initial contract of four years will be issued, with the site evaluated after three years to determine if all conditions have been met in consideration of contract extension. Minimum bid fee will be $100,000 annually.
Effective in 2011, regional tournaments will be realigned to help minimize transportation time and costs. The new tournament alignment is attached.
Beginning in 2010, regional sites will no longer be mandated to host a regional banquet.
National Headquarters staff will also begin soliciting for corporate sponsors, and official suppliers and licensees for regional and World Series tournament levels of The American Legion program in support of enhancing The American Legion Baseball program. Your National Americanism Commission and the Baseball and Recreation Subcommittee view these measures as an exceptional opportunity for American Legion Baseball to continue its program prominence within the Organization, and provides unlimited potential for program growth and recognition across the country.
